It's not a common piece of bagpipe music notation, but in other music it is a 'trill' and the note below is feathered (finger flutters over the hole to give a sort of birly effect). The effect would be too dramatic on a pipe chanter, so to do it on a high g, you would flutter either the e or d finger to get a tremulo effect.
